Substance Abuse Professional Services (QSAP for DOT)
Jenn Popovich, LPCS, is a qualified substance abuse professional (QSAP) as recognized by the Department of Transportation (DOT). She is certified through NAADAC, the National Association for Addiction Professionals. She is qualified to perform assessments needed to complete the return to duty process required by DOT. No professional can provide this assessment except for a qualified SAP, regardless of their educational level or other experience.

The Substance Abuse Professional (SAP) is a person who evaluates employees who have violated a DOT drug and alcohol program regulation and makes recommendations concerning education, treatment, follow-up testing, and aftercare. DOT regulations affect drug and alcohol testing of applicants/ employees with the following agencies:
FAA, FMCSA, FRA, FTA, USCG, PHMSA
All SAP's must conduct a face-to-face clinical evaluation of the employee. DOT's rule then requires the SAP to recommend treatment and/or education for the employee. The SAP then sends this recommendation to the employer’s DER, by letter. Jenn Popovich, LPCS, SAP is NOT the provider that will perform your required treatment education, as SAPs cannot self- deal. The employee then goes to the referred provider to fulfill the recommendation(s). Once that process is completed, the employee returns to the SAP for a second meeting for return to duty instructions. This will be followed by a second letter sent to the DER, indicating completion of SAP process, and recommended testing schedule. Even if your employer is not overseen by DOT, if they require the DOT return to duty process, all portions of the process must still be completed.
The cost is an all inclusive $500 fee, due at time of initial service.
No portion of this fee is refundable, regardless of if you complete the return to duty process or not. All steps of the process are reported to the clearinghouse.
Recommended education and SAP charges are separate.
We do not accept insurance for SAP assessments, as these are a different type of assessment than a mental health assessment.
